The menu manager is controlled by three permissions:

In order to make edits to a menu entity in the menu manager, you must have the 4. Restaurant Admin > 4.5 Edit Full Menu permission.
For single-location restaurants, you must have this permission at the single restaurant location.
For multi-location restaurants, you must have the 4. Restaurant Admin > 4.5 Edit Full Menu permission to the menu entity's owner, or to one of the owner's parents in the restaurant group hierarchy.
For example, consider the following restaurant group hierarchy:
Corporate Northeast Franchises Boston NYC
And the following menu items and their owners:
Pasta Primavera Owner: Corporate Turkey Club Owner: Northeast Franchises Lobster Owner: Boston
Users with the 4.5 Edit Full Menu permission to the Corporate group can edit all three menu items because all three menu items are owned by the Corporate group or a child of the Corporate group.
Users with the 4.5 Edit Full Menu permission to the Northeast Franchises group can edit the Turkey Club, which is owned by the Northeast Franchises group, and the Lobster, which is owned by Boston, a child of the Northeast Franchises group.
Users with the 4.5 Edit Full Menu permission to the Boston location can only edit the Lobster menu item.
Menu entities that you don't have permission to edit are marked with a lock icon in the menu manager.

The 6. Web Setup > 6.4 Publishing permission controls the ability to add menu manager updates to an existing change set that will be published at a later date and time. Employees with this permission can also view information about change sets. This includes the ability to view and use the change set calendar icons in the menu manager and to view (but not edit the name or schedule for) change sets in the publishing center.
The 6. Web Setup > 6.7 Change sets permission controls the ability to work with change sets themselves. Employees that have the 6.7 Change sets permission to the session restaurant they are logged into are allowed to create new change sets, delete change sets, and edit the schedules and names for change sets. This includes change sets they have created and change sets created to other employees.
The 6.7 Change sets and 6.4 Publishing permissions, however, only gives an employee permission to work with the change sets themselves. To work with the changes stored in a change set, an employee must have additional permissions specific to the type of changes they want to store. In the case of the Menu manager page, they must have the 4. Restaurant Admin > 4.5 Edit Full Menu permission.
